Meet the ODBC Board of Directors
The board of the Olympia Dragon Boat Club is comprised of elected club members who volunteer their time to help manage and oversee the club's activities throughout the year.
Each board member brings unique skills and experiences to the team and contributes to the strength of the club. Check out these short bios about each of our current board members to learn more.

BOARD PRESIDENT
William Hannah
William Hannah is an experienced leader and President of the Olympia Dragon Boat Club’s Board of Directors.
By day, he serves as the Risk and Budget Section Manager at the Washington State Department of Ecology, where he manages the agency’s risk portfolio, emergency management planning and response activities, fleet operations, and a $40 million administrative budget, along with overseeing $150 million in capital assets. With a background in public service, financial management, and policy development, William excels at navigating complex challenges.
Outside of work, he finds joy in paddling, mountaineering, problem-solving, and fostering a strong, welcoming community for dragon boaters of all levels.

FIRST VICE PRESIDENT
Niki Bilodeau
Niki has been a member of our dragon boat club's board since 2024 and is currently serving as vice president. She also chairs the Olympia Dragon Boat Festival committee.
By day, she works as an account manager for a global software company, where she excels in client relations and project management. Outside of work and dragon boating, Niki loves to express her creative side through art and design.
Her dream is to see the Olympia Dragon Boat Club grow to the point that it can support a robust community program and even offer team building opportunities for local organizations. Niki hopes that Olympia will someday be home to multiple competitive teams, and that this incredible sport can become an integral part of the Olympia community.

SECOND VICE PRESIDENT
Sally Coats
Sarah "Sally" Coats is a retired Assistant Attorney General who devoted 40 years to practicing law in the public sector in Iowa and Washington state in the areas of corrections, criminal appeals, social and health services, education, and mental health law.
Since retiring in 2024, Sally has remained actively engaged in her community. She previously served on the Boards of the Neighborhood Free Medical Clinic and Harlequin Productions.
An active member of the Olympia Dragon Boat Club for many years, Sally is currently in her second year as the second vice president on its Board of Directors and the Olympia Dragon Boat Festival Committee.

BOARD TREASURER
Edward Zarmbinski
Edward serves the Olympia Dragon Boat Club as the treasurer, and within practice as a helmsman to steer and command the boat. He is dedicated to growing the traditional sport in the local community and fostering an inviting location for recreational fitness.
Edward is a recent civil engineering graduate from Saint Martin's University, currently working as a bridge designer on large signature bridges. Concurrently, he’s pursuing a Master’s in Structural Engineering to further his knowledge base.
Outside of work, Edward enjoys medieval combat reenactment and getting out on the water with the Olympia Dragon Boat Club. Additionally, he volunteers at his church as a sound technician, joins the Washington Trail Association with trail maintenance, and mentors engineering students at the local university.

BOARD SECRETARY
Becki Stark
Becki serves on the board as the secretary. She has been dragon boating for 28 years. She started down in Portland and was a part of the Dragonflies dragon boat team. It was an all-women's team that raced competitively around the northwest and globally. She competed in the International Hong Kong races as a member of the USA Dragonboat team! Becki fills in wherever needed on the boat - she has paddled, coached, tilled, and even drummed. She loves being out on the water with her amazing teammates.
Becki has a bachelor's degree in biology but chose to work as a youth librarian instead. She has worked for Timberland Regional Library and now works as a school librarian. She has been married 32 years and has two grown children.
When she is not dragon boating, she enjoys kayaking, hiking, biking and just about anything else outside.
